Most water treatment tenders fail before a single bid is received, because the specification itself is either too vague to compare bids meaningfully or, more commonly, drafted by an incumbent vendor who has every incentive to write requirements that describe their own program rather than the facility's actual technical need. A specification built around a generic "supply and manage chemical program" scope invites bids that cannot be compared on anything but headline price, because each vendor quietly interprets scope, service level, and product loading differently. We start every RFP engagement from the system's actual water chemistry and operating requirements — makeup source and quality, cycles of concentration or blowdown targets, metallurgy, heat flux, and the specific corrosion, scaling, and biological risks that program has to control — and write the technical specification around that reality.
A defensible specification separates what a vendor must guarantee (measurable outcomes: corrosion rate limits, scale index targets, microbiological control levels, system availability) from how they propose to achieve it (chemistry, dosing equipment, monitoring approach), so bidders compete on technical merit and price rather than on who wrote the vaguest promises. It also defines the data every bidder must submit in the same format — product safety data sheets, dosing rate calculations, staffing and service visit frequency, monitoring and reporting methodology, and references from comparable systems — so responses can actually be placed side by side rather than compared narrative-to-narrative.
Evaluation is where most tenders lose rigor even after a good specification. We build a weighted scoring matrix before bids are received — technical compliance, program design quality, service capability, commercial terms, and total cost of ownership rather than headline chemical price alone — so the evaluation criteria cannot be adjusted after the fact to favour a preferred bidder. Total cost of ownership matters more than it first appears: a low unit-price bid built on aggressive dosing rates or thin service coverage routinely costs more over a contract term than a marginally higher-priced bid with tighter, better-supported program design. Our evaluation explicitly models that difference rather than defaulting to lowest price.
Throughout, our role is to prevent vendor lock-in — both the obvious kind, where a single incumbent effectively writes their own renewal, and the subtler kind, where a specification unintentionally excludes capable vendors through proprietary equipment requirements or non-standard testing methods that only one supplier can satisfy. Because IWA sells no chemicals or treatment equipment, our specifications and scoring are written for the facility's technical interest, not for any bidder's commercial interest — including any incumbent we may previously have reviewed.
